On Tuesday’s Mark Levin show, Republicans in Congress should fight and get the best budget we can, but in the end it will take a Convention of States.

Mark Levin said on his show Tuesday that Republicans in Congress need to fight for the best budget possible, but it will ultimately take a Convention of States. Ronald Reagan, America’s most popular president, was unable to significantly reduce the Federal budget due to the way Washington is structured. How can we expect Kevin McCarthy, who is a Republican, to be able do the same? Mitch McConnell escapes all criticism over this budget disaster, while the House tries to fix what he caused. The Constitution will not stop Democrats from spending the country into oblivion. They may not follow it but it is too late at that point. Mark Levin is here to welcome you, our number is 877-3813811. 877-381-3811. I didn’t post anything over the long weekend. Because I haven’t yet read the budget, the dead, the debt ceiling or anything else. It’s not the place for a discussion. I’m not. I am not. I see people in their 30s and 20s. These people have their iPhones on all the time. What I did this weekend. I was finishing the edits for my project. This is, I believe, more important than Twittering constantly, since in ten days you won’t even know what anyone said. Today I spent a long time going over it. What you hear is superficiality. I was able to read Heritage Foundation’s objections in many ways. I think that the president of Heritage Foundation, is a great guy. I’ve never met him. I have never met him. It wasn’t very persuasive. The New York Post, I believe I’ve heard it. I’m in favor of this deal. They didn’t seem to be very persuasive. I read the Washington Examiner’s article. This didn’t convince me at all. Dan Bishop was standing on the Capitol steps. He wasn’t convincing at all. He said nothing but grouse. Stephen Moore is someone I really respect. He is in favor of it. Newt Gingrich. I’m guessing he is a liberal and a sellout. He’s for it. It doesn’t matter to me. It doesn’t matter to me. I don’t really care who is for or against it. Like you. We must make our own decisions. It is not enough to say that so-and so opposes something, and I am against it. So-and-so is in favor. So, I am in support. I’d like to share with you something from 2015. A whole book about debt, plunder, and deceit. My book. My book. Walter Williams, Professor of Economics at George Mason University. Riley describes the pathology that is driving the country to financial and economic ruin as an immoral problem. He claimed that we would become immoral if Congress used one American for the benefit of another. The real problem is not deficits and a runaway national debt. Williams said that Congress is taking money from one American and giving it to another. This includes farm subsidies, bailouts for businesses, welfare programs and business bailouts. Thomas Sole, Dr. Senior Fellow at the Hoover Institute. He said that taxes were once used to cover the costs of government. For the political left. Taxes have been used for a long time to redistribute the income and finance social experiments that are based on liberal ideologies. And I also added the consequences for the next generation. These immoral, politically convenient and economically ruinous policies and behaviors have unambiguous consequences for future generations. Statistic after statistic is evidence of this. Most media, academics and government statists ignore, discount or excuse these statistics. Let me read you something that was published earlier this month. It’s a topic that hasn’t been discussed by a single conservative columnist, much less written about. This will appear in my next book, because I read it very thoroughly. It’s not the main point. The Government Accountability Office (GAO) is the most important office within the government. The Government Accountability Office is responsible for examining the finances of the nation. You may not be aware of this. About three weeks ago I published the roadmap for fiscal health in America, which was needed to deal with projected unsustainable levels of debt. This has not been mentioned by any of the conservatives who are against it in the House. Before this deal, not a single conservative had even mentioned it or written about it. Yet I heard them talk on and on. Washington is the problem. The facts are here. Ready. Normal bureaucrats do not talk in this way. The federal government is facing an unsustainable financial future. This is the first sentence. The debt will continue growing faster than the economy if policies do not change. In our review of the fiscal health of the country, we found that large annual deficits are a major factor in debt growth. The government borrows money to finance expenditures that exceed revenue. Interest costs also increase and become a greater share of total expenditures as debt and interest rates rise over time. The debt ceiling, as well as events like natural disasters and delays in raising the limit or suspending it, are three risks. The fiscal future of the federal government is unsustainable. The fiscal year 2020. That would be the 30th September of last year. The public debt was 97% of the gross domestic product. The Office of Management and Budget, the CBO and GAO have all made projections that show the current fiscal policy will not be sustainable over the long-term. The projected growth of public debt is faster than the economic size. By 2051 the size will be double, excuse me, twice as large. Think about it. They say that increasing deficits are the cause of unsustainable levels of debt. Unsustainable debt levels. This is a serious situation. This is the government. The watchdog of the government. What is the deal? What is the deal? Let’s put aside the names of people who are lobbying and writing to me, or appearing on TV and pounding their chests. Let’s begin with some political realities. Some people will never support anything. A guy voted against the Republican proposal. He says, “I could never support that.” He has never supported anything. It’s hard to accommodate someone like that when there is a majority of, say, five members or so in the House of Representatives. McCarthy has a very thin majority. I’d guess that there are about half a dozen. We are prepared to vote against anything. It’s highly unlikely that Biden will be elected. That Biden. He would sign off what the Republicans passed, because this would endanger him as president and drive his own party even more nuts. Three? Mitch McConnell’s silence is strange. Senate Republicans in general, other than conservatives. Mike Lee, Ted Cruz and a few others. Where is the Republican leadership? Why do they sit back and wait for others to take the burden? They don’t even tell us what they will or won’t accept. It doesn’t matter to you or me, but why would it? Don’t think. The house is left with the decision. Senate Republicans. Are 100% capable. When you read or hear. What they claim to have accomplished. It sounds good. It’s not enough. I won’t sit here with you to go over my notes and show you some of the traps, some of these loopholes. Kevin McCarthy isn’t. Someone who is willing to follow Biden’s lead or. Wants us to support the events in this country. Why anyone wants to speak these days is beyond me. What’s fascinating is that there were about 20 original opponents. A McCarthy They couldn’t get 21 more people to vote. They all congratulated themselves for having moved McCarthy to the left. By their own definitions, it seems they did not go far enough. They had no Kennedy. None. I think he is a good man. The people who trashed him for trashing me again. Yet. Last week, they thought he did a fantastic job. What did a few of these people tell me about the show last week? He’s doing an excellent job, they say. This proposal is not enough. It’s just not. If you have a two-year. The debt cap is increased by $4 trillion. $4 trillion. McCarthy and Biden are both having a problem because some Biden supporters go around telling everyone how they plan to circumvent the caps. Other provisions. The agreement will be made. Biden and Democrats have agreed. Are not negotiating. In a reliable way. Already, they tell us what’s going to happen. We can now wait. My calculations were made with a sharp pencil. The amount of money coming into the federal budget, certain expenses that must be paid, have nothing to do in general operating costs, but they are still included because they destroyed trust funds for Social Security, Medicare, etc. They pretend that this money comes from general revenue but it doesn’t. Let’s just put this aside. According to law, these programs must continue to pay. What you have heard is a big lie. We don’t have a period of several months where the governor is in charge. Continue to operate. As time passes, they will have to change their priorities in terms of how they spend money. The president can do this. He does not want to do it. You’re dealing here with kamikazes. You are dealing with people that would be happy to see the country fall apart. My own opinion is that more time could have been spent. It can be done. The deal is even better. This may not be the best deal. Some people who call themselves conservatives would like. It could be even better, I think. Deshalb, I won’t vote. But I believe they should take a second look at it. I’ll be back shortly.

Segment 2

You need to consider this independently of everyone else. This proposal is what it is, regardless of what the kamikazes say. I will deal with those in a moment. The proposal does reduce some spending but not enough. In my lifetime, I have never seen a budget that reduced spending by even a nickel. They’ll have a boner. Maynor. Rayner was an absolute disaster. In the last ten, I’ve looked at it. It’s not true. There are also efforts to limit. When they do not have an agreement on 99% spending, it is effectively a cut of 1%. There are genuine efforts to do something about the budget that should not be criticized, especially when you have a 5 vote majority in the House and no support from the Senate.

Segment 3

As I watch, you are probably confused because everyone sounds like they have a good grasp of the subject. Except for this guy, this bishop. He sounded like a fool. But still. Chip Roy is a man of great intellect. Chip is a good friend of mine. You’ll also find that some of the other people make sense. But numbers are numbers. You and I both know this. Washington can and will never be fixed. Even conservatives living and working in Washington, D.C. They may have lived in Washington, D.C. before but now live elsewhere. They think Washington can fix Washington. This is going to be a very difficult task. I think it’s going to be very difficult. You can make a difference. There’s no question about it. The reason I support the convention of States is because I am convinced that it’s the only way. This country’s trajectory to fundamentally change. He does not watch TV, listen to politicians or read the columns of all those who call themselves experts. All the rest is irrelevant. By taking Washington’s power away. We’re already organized. We’re already organized to fight it. We have been doing so for many years. By convention of states. We’re going keep a record of each member. Who votes against. This proposal. Mark Meckler will be the one to answer my question. The convention of states is the big muckety-market. Tell us how many members of the convention have actively participated in it. I’m not talking about announcing that they support it. How many have actively participated? This is the real pushback. Kevin McCarthy is not the culprit. It’s not Kevin McCarthy. This Washington government cannot fix itself. You could take a little bit out here and there. How many people have you heard or listened today? Radio and television. How many politicians do you consider your North Stars? How many politicians do you consider your North Star? Today, you may have seen or heard about the convention of state on TV. They all. Everyone else may not be as serious. It’s not as if they are unaware of it. Andy Biggs, Arizona’s Senate President at the time, wrote a book opposing it and tried to obstruct it. When he left, he obstructed it as soon as possible. The bill was passed by both the Senate and House, and signed by the Governor. Please excuse me. Signed by Governor The Senate has approved it. It was in the House. Here. Right here. This convention of states is one of the things I’ve pushed for. It’s not as if this is a new idea. This is something we’ve talked about for a very long time. The Liberty Amendments is 10 years old. Spending. Section One Congress shall adopt an interim fiscal budget for the fiscal year following no later than Monday, May 1, and submit the budget to the President for his consideration. They are always late. It should be included in the Constitution. Section two. If Congress fails to adopt the final budget for each fiscal year prior to its start, it will begin on October 1st each year. So, the president did not sign the budget into law. A 5% automatic reduction in spending from the previous year budget will be applied to the fiscal year that the budget was not adopted. Then, Congress would certainly adopt this. No, of course not. Section 3 The total expenditures of the United States Government for any fiscal period shall not exceed their receipts. Section Four. By the way, this is how most states operate. The total expenditures of the United States Government for each fiscal period shall not exceed 17,5% of the gross domestic product of the country for the preceding calendar year. Section five. The total receipts include all receipts made to the United States Government but excludes borrowings. Total expenditures should include all government outlays, except for those for repayment of debt principle. We want to pay down the debt. Section six. Section six. Why do I make this provision? We will need to spend more money if there is a war or if our country is attacked. We will need to spend a lot more money than usual. You need to own 3/5 of each house. For an one-year suspension. Section Seven. The limit on debt held by the United States public cannot be increased until 3/5 of both Houses of Congress approves it by roll-call vote. Section Eight This amendment will take effect the fourth year following its ratification, so that they can ramp up. You see, there are no changes to the rules, so a small majority can still have an impact. Senators and Congressmen are responsible for this. We do that. We must do this. We must do that. Okay, Greg. Let’s test your willingness to do the job. I’ll have to check again. I believe 17 state legislatures signed the convention of states without any public support. There has been virtually no public campaign. 18 or 19? We need 34. If we reach 20, I can guarantee that the public will pay attention. Please excuse me. Attention of the Congress. It also included the taxing authority in this amendment. Congress may not collect more that 15% of an individual’s annual income, regardless of the source. This includes both natural and legal entities. Congress, by the way, would never do that. Consider it this way. It’s not like we would do it to Congress. Section 2: The deadline for filing federal tax returns is the day before the election date for federal offices. Why? Why? You pay your taxes, and the next day you vote. It’s not you, but your attitude that might change. What do you mean? Section 3 Congress shall not collect tax on the estate of the deceased. Double taxation is over. Section 4. Congress may not impose a national sales tax, a value-added tax or other taxes. If you don’t, they will say that we won’t increase the income tax but we’ll introduce new taxes. No, we will not. Section five. This amendment will take effect four years after ratification. This is the proposal. There are 17, 18, or 19 state legislators that want a convention. Second wave of constitutional amendments. To ratify, we need 3438 votes. It’s a pretty strong language. How many of the 27 have you completed? 27. We are going to vote. They’re fiscally conservative. You know, you’re going to ask me how many there are. Not just support this. Article 5 of the Constitution is the constitutional attempt. George Mason was right. But I’d like to know who has done anything to help. Maclaurin is coming tomorrow to ask me this question, and I think you should all be asking him. I know some of them. They were the most aggressive opponents. Opposing. I believe there are many people. Who should be held accountable? Biden and Democrat are the most important. The Republicans who have supported this spending for all these years. The McConnell light. There is no doubt about it. I don’t. I don’t have any. And I support those who want to continue speaking out. A nation on the verge of financial disaster. Financial disaster. It’s similar to what we have said about Clarence Thomas and Antonin Scalia. They would both comment on the Constitution from the same point of view. Not 100%. Not 100%. Sometimes they had different results. The votes would be different. It doesn’t mean that you hate Scalia, or Clarence Thomas. You don’t agree with either one? You may disagree with both. You may agree or disagree with both. I don’t really know. So I believe that is the current situation. Each and every one of them. No damn well. We should fight and do our best. We should strive to do our best. But at the end. It will take a conference of states. Ladies and gentlemen, I am not the only person who has come to this conclusion. There are many, many other people who have come to the same conclusion. Who was it that came up with this idea early on? Milton Friedman It wasn’t until I read Free to Choose that I realized it. He said that there was one way we could control it, and that at the end he had mentioned Article 5. Oracle five. I’ll be back in a moment.

I know that I sit down and scribble little notes to myself as I think back to Reagan’s days. Reagan was asked how the United States could build its military up after Carter. He had to defeat the Soviet Union. With the largest tax cuts in American History, he needed to revive the economy. For his tenure in office. Are you able to compare that with the astronomical numbers of today? Reagan failed to reduce the debt. He actually increased the debt. I still consider him to be the third greatest president of all time in America for his achievements. Why do I bring this up now? Two reasons. If Reagan could not get it done. What’s your reasoning? McCarthy can. I believe they can do more. That’s my point. Doing better is not enough. People are frustrated. You’re frustrated. Many people are frustrated. Please join us at a convention of nations. Number two. After stoning and reading conventional states all these years, I decided to endorse it. I realized that if Reagan could not significantly reduce the debt it would be hard for anyone else to do so because of his enormous popularity. He received 59% of the votes in 1984. The Republicans will never do it again. He won more Electoral College Votes than any other president in American History. He still couldn’t reduce the debt, because Washington’s system is corrupt. It’s fundamentally and institutionally constructed. Doing the opposite of what should be done. Why? Mitch McConnell. Escaped criticism amazes me. He made them break their backs in the House. The Senate. They are just sitting there. Mike Lee, for example, got 43 senators to agree with what the House proposed. Mike Lee isn’t the leader of Republicans in that country. Where is the Republican leader? Where is the number two? The number two. The number four. The number five. It’s a big problem. They don’t come in to see Biden. The Democrats are also united in their belief that united leaders is the best way to go. All right. I’ll be back in a moment.
